The Basics
When You Need to Clarify Requirements or Decide What to Address
An assessment provides a defined starting point when the regulatory implications of a business model are uncertain or the condition of an existing program needs closer examination. InnReg reviews the relevant facts, documentation, and operating arrangements, then explains the findings, assumptions, and priorities that management needs to consider before proceeding.
Evaluating a proposed product, revenue model, or role in a financial transaction
Considering expansion into new jurisdictions, partnerships, or regulated activities
Assessing whether an existing compliance program reflects current business practices
Prioritizing regulatory decisions or program improvements before committing resources
The Basics
What InnReg Assesses
The scope starts with the questions your team needs to answer. It can focus on a proposed business model, a particular change, or the gaps in an existing compliance program. We identify the relevant entities, activities, jurisdictions, materials, and assumptions, then develop an assessment suited to those decisions.
Business Model and Regulatory Strategy
We assess products, customers, compensation, transaction flows, and the firm’s role in delivering financial services. The analysis identifies relevant regulatory frameworks, potential registration or licensing implications, and material conditions or uncertainties affecting the proposed model, with legal counsel involved where appropriate.
Expansion and Operating Model Assessments
We evaluate proposed jurisdictions, partnerships, business lines, or operating changes. This can include comparing alternative structures, reviewing responsibility allocation, and identifying authorization, staffing, financial, technology, or service-provider dependencies that affect the available options and their sequence.
Compliance Gap Assessments
We compare the existing program and current practices with the requirements relevant to the firm’s activities. We review policies, disclosures, governance, workflows, controls, and supporting materials to identify missing, outdated, inconsistent, or insufficiently implemented components and assess their significance.
Priorities and Recommended Next Steps
We translate the assessment into a written analysis, findings report, jurisdictional analysis, or remediation roadmap, as agreed. Recommendations identify priorities, dependencies, unresolved questions, and work requiring further legal, regulatory, operational, or technical input so management can decide how to proceed.
The deliverable explains the assessment findings and recommended course of action. Application preparation, program development, control implementation, recurring management, and formal testing are included only when separately specified in the engagement.
Our Scope
How the Engagement Works
01
Define the Questions and Scope
We agree the business decisions or program concerns to be addressed, the entities and jurisdictions covered, and the expected deliverable. We identify key assumptions and required specialist input.
02
Review the Business and Materials
We gather relevant product information, agreements, policies, process descriptions, and supporting records. Interviews and walkthroughs help clarify how the business operates or is expected to operate.
03
Evaluate Requirements and Gaps
We assess the relevant regulatory considerations, compare current or proposed arrangements, and identify material gaps, constraints, and dependencies. We distinguish supported findings from matters requiring further clarification.
04
Present Recommendations and Priorities
We deliver the agreed assessment and discuss its implications with stakeholders. We identify the decisions, additional analysis, and implementation work needed to act on the recommendations.

Why InnReg
Why Work With InnReg on Regulatory Strategy and Compliance Assessments?
Financial Services Perspective
InnReg has worked with financial services firms and fintech business models since 2013. Experience across brokerage, investment advisory, payments, and lending helps us recognize how different activities and operating relationships can affect the regulatory analysis.
Analysis Grounded in the Actual Model
We look at how products are offered, who serves the customer, how compensation works, and which entities perform each activity. This factual foundation helps frame the assessment around the business your team intends to operate.
Attention to Cross Functional Dependencies
A regulatory decision can affect personnel, capital, customer journeys, systems, vendors, and partnerships. We identify those dependencies so management can evaluate the operational implications alongside the regulatory considerations.
Clear Assumptions and Open Questions
We identify the facts and assumptions supporting the assessment and highlight unresolved matters. Where a conclusion depends on further evidence, legal interpretation, or regulatory feedback, that dependency is made explicit in the agreed deliverable.
Recommendations With Defined Priorities
We organize findings around their significance and the decisions or work they require. The resulting priorities help management distinguish immediate dependencies from later program improvements and assign the next steps to appropriate owners.
Continuity Into the Next Engagement
InnReg can use the assessment to inform a separately scoped application, development project, or management engagement. This allows the next phase to build on the documented findings, with its deliverables and responsibilities established before work begins.
